Two children under the age of 2 were left in an unattended car while their parents went to a wine tasting, police said.
Police say the parents have been identified as Christopher Lucas, 41, and Jennie Chang, 45.
Metropolitan Police Department spokeswoman Gwendolyn Crump said the incident happened in northwest part of the District on Saturday evening.
The children, a 22-month-old boy and a 2 1/2-year-old girl were restrained in child seats inside the car, which was locked, according to charging documents.
The children were left alone for about an hour, police said.
When the parents, who were at a wine tasting at a nearby restaurant, returned to the car, they were arrested for second-degree cruelty to children, Crump said.
An ambulance was on the scene and the children were examined and taken into Child Protective Services.
